Because this "navy.mil" address is for the U.S. Naval Observatory, which is 
staffed by good folks who are interested in many of the same things we are. ;-)

For someone wanting to display traditional constellations on a PC...if you 
really want to do that an economical way is with RedShift 5, which can be found 
on the web for sale for 15 U.S.$ or less.
