I find decimal format a lot easier to use and often end up having to
convert back and forth.  For example, if I'm laying out a montage for
CCD work or want to optimize the framing of a shot ahead of time, I
use the FOV indicators quite often.  My scope (Autostar controller)
wants decimal format, so I convert the center of each proposed frame.
 If I want a DSS image of a region, a number of the websites want
decimal format, so I convert.  

If I'm star-hopping and want to say, "It's X FOV's along this line",
and I know my FOV is, say 1.15 degrees and the distance is 4.56, it's
a lot easier to say 4.56 / 1.15 or ~ 4 FOVs than it is if I know the
FOV is 1 9' and the distance is 4 33' 36".  I guess I'm just a base-10
kinda guy.
