Look in your folder ..\ciel\cat\ for a folder titled "DSoutlines". If you had the deep-sky outlines before, it should be there.
To reinstall it, click to preferences>catalogs and object parameters...>catalogs, and click the help button in that window. In the help window, scroll down to "star and nebula catalogs prepared with the CATGEN software", and follow the directions. The .hdr file you're looking for is either ..\ciel\cat\DSoutlines\dsl.hdr or dsln.hdr.
