Hi:

There really isn't one. To get the elements, you must be registered with 
Spacetrack. That is, have an account. This was a political decision. 
Apparently someone was worried that NORAD 2 line elements were being freely 
distributed and redistributed--a security concern _in their opinion_, in 
other words. In other words, the politicians are doing their usual thing. 
;-)
