I dont know if I am missing something but on the SKYCHART download site there 
is 
a large file called

SKYCHART_PICTURES_1.0.0.1.EXE

which contains fits images of all the Messier objects as well as most NGC 
objects plus other objects.
I downloaded it this past weekend and the images I checked are of good quality.

Years ago ( ~ 6/7 years ago) the SEDS site also had a complete set of Messier 
objects - cant recall
offhand if they were FITS files or not - and I myself made a complete set from 
the 101 disk set DEEP SKY
SURVEY which I have somewhere.

Re TLE files:

on a different subject : Mike (McCants) only has elements for the classified 
satellites and no longer carries
elements for other objects.   Its a very simple matter to register at 
Space_Track and you should be registered
within a few minutes of applying. If you then go to the bulk downloads section 
you have quite a choice to
choose from - I simply go for the main catalog, which is about 500K in size - 
and contains elements for
all satellites tracked in the public domain.   If you dont want to do this 
there 
are several other sets,one of
which will include Iridium satellites for example, so just pick what set 
appeals 
to you.
