Thank you for this detailed analysis! You are right the coordinates I give to Quicksat are too much rounded. I don't remember if there was a specific reason for that.
I never mind to have to compile this version again :-) but here you can find a new build that use 4 decimal place for the coordinates: http://www.ap-i.net/tmp/ciel276a.zip I am interested if you can redo your test with this one, I don't have the ISS TLE for this date for testing.
