Hi Patrick,
 
yes, the file exists and I was pretty sure I pointed Ciel 3 at it. However
the config file still contained lots of references to a directory Ciel3
where I had installed it previously. I have manually changed all of those to
just 'ciel'. The constellations now show up :-)
 
Perhaps the problem was that I was running 2.6 and 3.0 at the same time.
They both use the same config file?

Hi,

Please check if the file Ciel\data\constellation\constlabel.cla exist. 

Also look at the file My Documents\Cartes du Ciel\cartesduciel.ini
search for Constellationfile= and tell me how the line look. 
Delete this line if you need to return to the default value.
