Sander, et al.: I have a little "inside" info on this, as I work at USNO down the hall from Norbert, who is the "father" of the UCAC.
The UCAC has been released in stages, roughly 1/3 of the sky at each stage. We began observing with the 8-inch astrograph at Cerro Tololoin early 1998, where the nearly ideal conditions allowed us to release the first iteration (-90 to -30) in March 2000. Observing concluded at CTIO in September 2001. We then moved the astrograph back to Flagstaff and were back observing by November. Progress was a bit slower at Flagstaff because there's "weather" there...it took a year to get coverage to +40, and in July 2003 the UCAC2 was released. We completed observing in May 2004, and are in the process doing the reductions and transforms for the final catalog release. The main problem is manpower. Basically we only have one person (Norbert) working on it, and he's also working on the planning stages for the follow-on to the UCAC, which will involve a new telescope and an arrayed camera consisting of four (!) 100 megapixel CCD's. We hope to have the final catalog ready for release in 2007, but exactly when is still subject to conjecture. My best guess right now is sometime after July.
