The "Bright/2006/Soft00Bright.txt" file is "orbital elements for bright minor planets at opposition in 2006" and is only updated once a year. The MPC seems to be slow to change it at the start of the year (this happened last year, too). I changed the $$$$ in the extres.ini to 2006 and it works for me. There were some issues when the number of numbered asteroids went past 100,000 last year and the MPC had to change some data formats. There has been some discussion of that here, but I don't recall if it affected v2.76.
