You used to be able to get it from USNO, but I don't know if it's available 
anymore, since it's been superseded by USNO-B1.0.  A2.0 was distributed on a 
set of CDs.  For B1 you have to send them a harddrive (it's 80GB!).  This was 
done at the taxpayer's expense, so it was really only meant for people with a 
serious use for it.  But of course you can use the "online resources" to get 
individual star fields of A2 from ESO SkyCat (presumably at European taxpayers 
expense, but downloads are much cheaper than CDs).  

For negative declinations, you can get A2 or B1 from the Vizier online source, 
but as has been mentioned several times recently, it no longer works in CdC 
v2.76 at positive dec, due to a change at Vizier.
