If you can't change the paths, there is something wrong with your
installation. Clicking the folder icon beside the file path listing
certainly allows me to change those paths to anything I want.

That procedure does not work. The file path of the default catalogs
(setup/catalog/cdc deep sky, cdc stars, and obsolete) do not allow the user
to change the file paths. Then going back to the original problem: The
setup/catalog/catalog "add" function will not recognize a catalog unless its
folder includes a ".hdr" file. The downloaded pgc 2009 does not include a
.hdr file in the downloaded folder. CDC will not, therefore, recognize the
catalog.

  I think it´s nevertheless no problem. In place of "activating" doubleclick
the folder-symbol on the right. Then you can search, where your pgc-folder
really is. You can even try this with other catalogs, getting the same
result, if you sure installed them.
  I think V3.1 doesn´t find it automatically like V2.76 (?)
