This has come up a few times over the last year or so.  Vizier has changed its 
format at least once.  I'm not sure if it was the same problem each time.

I just tested and the only place I had a problem was with the vizier USNO-A2.0. 
 But I was able to use the ESO/skycat USNO-A2.0, and the vizier USNO-B1.0 also 
works.  B1.0 is a newer, slightly deeper, and more accurate catalog than A2.0, 
so I'd just use that.

The first time this problem came up, we eventually found you could fix it by 
replacing the USNO-A2.0 URL in your extres.ini file with one of the alternate 
urls shown there.  Some of those are outdated, but I think you can get a 
current list at the Vizier site.
