The MPC site was recently hacked. Until they can go through everything and clean it up, they're not updating it, but have set up a mirror site at <http://www.minorplanetcenter.org/iau/mpc.html> The file you're looking for is at <http://www.minorplanetcenter.org/iau/Ephemerides/Comets/Soft06Cmt.txt>
replace your old cometes.dat file with that.
