The MPC site was recently hacked.  Until they can go through everything and 
clean it up, they're not updating it, but have set up a mirror site at
<http://www.minorplanetcenter.org/iau/mpc.html>
The file you're looking for is at
<http://www.minorplanetcenter.org/iau/Ephemerides/Comets/Soft06Cmt.txt>

replace your old cometes.dat file with that.

The others (bright/unusual asteroids, and a few other interesting categories) 
are available through
<http://www.minorplanetcenter.org/iau/Ephemerides/Soft06.html>

And you can get an elements file for any asteroid(s)/comet(s) at
<http://www.minorplanetcenter.org/iau/MPEph/MPEph.html>
(under "format", select "TheSky").
