It's pretty much already there, but you have to be using SkypeWatch because that's the only way to have Skype-related keystrokes work no matter which application is in focus. You then make sure your Skype alerts for incoming calls are systray alerts, not so-called Skype Call Alerts. This will make SkypeWatch notice and announce incoming call alerts. Once that is done, the keystrokes for repeating the last call alert will let you query for the caller while the call is still ringing. The keystrokes that do this are Ctrl+ScrollLock+F9, Alt+Shift+F9, and using the Skype Command Key system, Command Key n 1.
