The best way to find the Skype Command system docs right now is to go to the main Skype script page at
http://www.dlee.org/skype/ and use the JAWS text search command, Ctrl+F, to find the phrase "command system" without the quotes. This should land you in the paragraph that begins the documentation that does exist for this system.
