I have now connected a Braille display and tested both Tools > Options (all pages and many specific fields) and an active call tab with Sound Device Settings both open and closed. I caused a lot of activity before and occasionally during testing by holding down the Tab key for a while, because I believe this triggers the issue of JAWS calling the Braille code much faster from then on. I have not managed to reproduce any undue sluggishness at all though. I am using JAWS 8 here. If you're using JAWS 9, I can retest with that--I might do it anyway in a bit.
