The biggest reason I have not included emoticon translations in the scripts is that it would overwrite any custom dictionary entries people might have. I actually started writing installer code once to solve that problem, but it's a bit complex and I never got it finished. Another reason is that people differ on what they want said or even what they want translated at all. The best I could do there is to add a checkbox to the installer to let users decide whether to install the dictionary or not.
So, if you or someone else comes up with an accurate translation of the Skype emoticons, which as you point out may differ slightly from the MSN ones, I might just include them in an upcoming script release with an option to install or not install them.
