Well, it may sound a bit convoluted but I got it solved.

First thing I decided to do was take a look at the .exe property sheet.  I 
realized that perhaps the author had not made SKRead Vista compatible; and 
therefore, I changed it so that the compatibility settings are now 
comparable to XPService pack II.  Also, I ran the program as the 
administrator.  This first run produced exactly the result I wanted and I 
was able to authorize SKReader to work with Skype.  Now, it's just a matter 
of edditing the .ii file to get things the way I want them.  Thanks.
