The two files I know of like that are shared.xml and config.xml.  They
are under your Documents and Settings folder in a Skype folder; for
example, C:\Documents and Settings\Doug\Application Data\Skype.
Shared.xml is right there, and config.xml is under that folder in
another folder named after your Skype account.  However, I see nothing
about speed dials in those files.

Btw, reading these files should not hurt anything, but if you change
one, close Skype before you open the file, then open it, make your
changes, close it, and run Skype again.  Also, if you mess up the
syntax of either file, all bets are off as to how well Skype will pick
up the pieces; so backups are a good plan.
