The official policy of Skype is to recommend that blind and visually impaired users continue using Skype 3.8. This announcement appears on the skype.com download page for Skype 4, but the announcement is only available to screen reader users; it is not actually shown on screen. A shorter note about accessibility does appear on screen near the bottom of the page I believe.
That said, I think Jim is right: Between Skype's partial accessibility and the JAWS and Window-Eyes scripts for Skype, we should be able to use it. One huge piece of good news: Hot keys are back! Alt+PgDn etc. will again work in the Skype 4 release. I just tried it myself.
