It means that Skype knows 4.0 is not all the way there for us, they're working on it, but they don't want to advise us to use Skype 4.0 before they're done making it accessible. Obviously they've gone some of the way, but not all the way. I regard it as unfortunate that they did not get all of the accessibility into 4.0, but fortunate that they are aware enough of what that means to say something about it. I also think the fact that this announcement is on their main site, both for screen reader users and, last I checked, visibly farther down on the page, will actually help spur them to finish the accessibility so they can quit announcing publicly that there is a shortcoming. :)
