Hi, You should have opened conversation with person who is sending you a file, then restrict the jaws cursor to that conversation by pressing double control+f5 and then arrow with the jaws cursor. If you have a lot of conversations, then it is advised to press double ctrl+5 followed by the end key and then press double ctrl+5 again and then explore with your jaws cursor. Time remaining and percentage should be on a bottom lines. I know it sounds complicated, but it should be better if Skype team makes 4.0 version more accessible.
