Hello, Which version of skype? Did you install the jaws scripts or window eyes scripts?
When you launched skype, did you hear a sound it's on? When you are signed in, there is a status line... Off line. If you are off line then you need to go into file menu and then to status item and right arrow. Here you hit the letter, o for on line. Then it's ready to start your voice chat as soon as you hit enter on someone in your contacts. There a few thngs you may need to put a check mark on it and some unchecking. To end a call you hit escape key. This is basic start as a beginner. You will also see your skype i d in the your profile. PS: I'm using skype 3.8.
