Ah, I addressed the technical issue, but I missed the problem. You are talking about trying to answer a doorbell with Skype, because you forwarded your phone number to Skype. The problem, though, is that what connects to your phone when someone is at the door is not usually an actual phone call to your number. It's a device in the building that rings your phone. It does not go through the phone company, so it will not forward to Skype.
If your Skype is actually ringing when someone is at the door, your system is not like what I describe, and the Skype dial pad should work. My experience, though, indicates that the call should not even reach your SkypeIn number in the first place.
