Actually I noticed this as well... I don't know why it does this! When I installed skype 3.8 it never did this. But when I installed skype 4 it did this! Is it a bug? Skype will set its language according to the language specified in there. So, if the language in "Regional and language options" is set to lets say Spanish, Skype will also set itself in Spanish.
