No it's alt+shift+f4. Alt+f4 closes Skype to the system tray. To re-open Skype just press enter on the desktop icon. This is in no way a bug and would be the same with Skype 3.8! The only thing that's new is that alt+shift+F4 allows you to completely quit Skype because the system tray icon is no longer accessible.
