Maybe it is time for a new unzip utility. Downloaded the zip file. Used 7 zip to open it no problem. Used 7 zip to extract it no problem. Win rar can be strange at times about zip files. Try downloading it again use 7 zip. There is no need to up load this file. This as I said sounds like a win rar problem.
