Dave, I just tried this exact thing that you describe on my computer running XP SP3 RC2, Skype Beta 3.8, JFW 9.0.552 and things are working without any problems, can in/decrease the speech rate while in Skype. I also have the latest 618 Skype scripts installed with the proper lines of code to make the Skype Watch feature work.
