Hi
I am using skype 4,2 and hal 11,54. when I first download it everything is
fine I can see all my contacts and can access everything I need. However,
if I turn my laptop off for any reason when I go back on I am not able to
get to my contacts without re-downloading it again.

If I understand well, you have problem with sounds in skype?
If it's, press alt+T then down errow and you will hear options hit enter
and
search for sounds settings (or somthing like that) pres stub and listen
jaws
