I have never typed the plus sign when making calls and I get through.

You have to remember that Skype is international. It needs to know where
you are calling. I use the service and pay a small amount every three
months.
You begin any landline call with the country code. In the case of the
USA
it is, +1. After you type in +1 you add the areacode and full phone
number
with no spaces and no punctuation.

I have a link on the main page of Skype when I first sign in that says
make
a free phone call. I attempted to make this phone call to my brother who
lives in the next county over here in Tennessee. The people that do not
live
in the United States I was not sure if I could use this free phone call
to
call these people or not. Can someone help me out with making this free
phone call as i am thinking about purchasing the unlimited service but
would
like to try it out first. What I do is type in the number without the
dashes
in the edit field. i then tab down to the call button and select it but
it
rings and then refuses to connect. I did notice that below the edit field
is
links with all the numbers that a phone would have icluding the asterisk
and
pound key. Do I have to use these links to make the call rather than type
in
the number?
