It sounds like you've covered all the bases, but in case not, I'll ist them from memory:
JAWSKey+Q should say "SkypeWatch is loaded." Insert+V should include a line that says, "Skypewatch Messages - On." Of course this should say "on," not "off." The Skype Options/Notifications checkboxes should be checked appropriately. You should be running Skype version 5.0.0.123, which is reported by Ctrl+Shift+V when you are in Skype with the scripts running. If all that checks out, I'm not sure what else to suggest.
