SkypeWatch is part of the Skype scripts at http://www.dlee.org/skype/ but it's sort of hard to set up.
SkypeWatch Installer is at Hrvoje's site and is a package that sets up SkypeWatch to work for you, saving you the trouble of setting it up manually. SkypeTalking, also at Hrvoje's site, is an alternative to both of those that is a separate program, not a set of JAWS scripts.
