Your first question is answered by a section in the Skype manual online, reachable by typing JAWSKey+F1 twice quickly from within Skype while running an up-to-date copy of the scripts.
The best way to get an indication of what changed between revisions is to use a diff utility. There are a number of those floating about, including WinDiff and the diff that comes as part of Cygwin. I'm afraid I can't provide support or training for this for lack of time, but the basic idea is to use the diff utility to find the differences between revisions of the jsm files and, if you want to translate JAWS Insert+1 help text messages, the jsd files. Historically I have been informing the various translators what changed between revisions myself, but two things are making this impractical now: an increase in the number of people doing translations, and an increase in the number of revisions that are publicized.
