As far as I know, the caller ID feature has to do with having your Skype In number displayed when calling a landline or mobile phone from Skype. It's a box you need to check in your account settings, and there are no extra costs involved apart from the amount you pay for the privilege of having the Skype In number. I'm using it myself with great success.
