Still I couldn't find the file.
This is how I downloaded the SkypeTalking, while in Skype, I pressed
Control+shift+W then the web site opened up and I searched the SkypeTalking
in there, does it makes different? Do I have to go to the Internet to
actually download SkypeTalking? I am thinking to uninstall, since it is not
working properly.

No SkypeTalking is not in Program Files. The path is
C:\SkypeTalking\Docs\en\readme.txt. In version 0.9 it will be in program
files again, and will be in html.
