Ok, I got the solution. This is for all Windows 7 users.
1. Open the sound dialogue box from Control Panel or search from it
using the Start Menu.
2. Ctrl-tab to the communication tab.
3. Tab to the group of radio buttons.
4. Select "do nothing".
5. Press enter.
What this does is tell any program using a microphone not to reduce the
volume when recording or communicating, Skype being an example of a
communications program.
