Here is a response I got regarding my enquiry. Unfortunately it is not
possible to delete someone's account however you can remove their
profile information so that no one can find them any more.
Hope the below instructions are helpful.

We are sorry to hear that we have lost one of our valuable users and we
understand that you wish to cancel her Skype account from our database.
We are more than willing to provide you with all the information that
you need to know regarding your issue, and we are glad to assist you on
that matter.
Kindly be informed that in order to be able to cancel Marie's Skype
account, you need first to access her Skype account and delete all her
profile information.
After signing in to her Skype account, please follow the instructions
below to delete her profile information.
Removing your profile information
Her user profile consists of all the information she has entered under
her Skype Name, such as her real name, address, email, date of birth,
phone number and any pictures she have uploaded of yourself.
Remember: The information that she choose to make available to other
Skype users is under her sole control. Skype does not store her user
profile.
You can correct or remove her profile information in Skype by clicking
Skype > Profile > Edit your profile...
Manually deleting the information in her profile removes all identifying
information except for her Skype Name. In keeping with our privacy
policy, it is not possible to permanently delete her Skype Name, but
deleting her profile information as described above ensures that other
people using Skype cannot find her using any of her personal information
(such as her name or email address).
Skype will also delete any other account information that it holds
(other than her Skype Name), such as information about the purchases she
has made, unless it is required to retain it for legal purposes.
Changing your account for a new one
If you wish to delete her old Skype name from the sign-in screen too,
please follow the instructions below:
**WINDOWS XP**
1. Quit Skype. In the system tray at the bottom right of the screen,
right-click the Skype icon and select Quit.
2. Click Start > Run.
3. Enter %appdata%\skype and click OK. All the files held in the Skype
folder in the Program files appear.
4. Delete the folder named after her Skype name.
**VISTA and Windows 7**
1. Quit Skype. In the system tray at the bottom-right of the screen,
right-click the Skype icon and select Quit.
2. Click Start. In the blank field that appears, enter run. Press the
Enter key.
3. In the Run window that appears, enter %appdata%\skype and click OK.
4. All the files held in the Skype folder in the Program files appear.
5. Delete the folder named after her Skype name.
If you cannot see the folders mentioned above, it may be because they
are hidden folders. To make them visible, press CTRL + H.)
Now start her Skype. Her Skype Name is no longer available on the
sign-in screen.
Please note that it may take up to 2 weeks before her Skype ID
disappears completely from the peer-to-peer network and her details may
still appear in the search directory during this period. This is a
technical delay that is inherent within the peer-to-peer network itself
and is out of Skype's control.
