right in my previous experience I was using the new skype script installer
with version 5.3 and who called was being anounced

for this the scripts are not sufficient. You will have to install
SkypeWatch or SkypeTalking for hearing this kinds of notifications,
including who is online and offline. If you used the new experimental
executable scripts installer however, SkypeWatch should automatically be
installed.
