If you mean Windows Skype, find the person's conversation, press Enter to get its Edit box, Shift+Tab a few times to reach the list of messages in that conversation, then use up and down arrows to find the voicemail. If it's recent, go to the end of the messages with the End key, or NumPad 1 if your NumLock is off. When you find the voicemail entry in the message list, Tab once or twice to find the Play button, then press Space to play the message.
I don't know how to do this on Mac Skype though.
