I think you can, but not via Skype itself. Once you recorded the sounds you
want, you will have to import them in Skype, or try to copy them in this
folder:
C:\Documents and settings\Windows username\Application data\Skype\content
Only by this, you will find your sounds in the list of sounds to associate
with events. Keep in mind though, that the sounds have to be in *.wav
format.
