What is the version of skype that you are using?
I have just had a look in the menus for skype and found the manage other
programs access to skype.

I am not sure my question made it through.
it is my fault.
I do have skype talk installed and it's fine, I just can not get it to
"talk"
and no where on my options and in "advance" dialog box do Ihear "manage
other programs" or what have you, so I can check skype talk and not that
other program.
...and, no where in my "audio" do I near test echo or what have you, so I
can test my microphone on skype
forgive my ignorance, because I'm not to all sure on the keys.

The JAWS scripts for the latest Skype do work with JAWS 13. The JAWS
scripts for Skype 3.8 do not work with JAWS 13 and there is no plan to
change this, as old as Skype 3.8 is by now.
