In fact, due to reason too long to explain here, the path is
C:\Users\jeanphilippe\AppData\Roaming\Freedom
Scientific\JAWS\13.0\Settings\fra
For my settings, and
S:\Program files for jaws itself.
Now I realise I was wrong when I said this folder could not exist, it
normally does but on my computer jaws was installed on another disk.
Anyway, it has worked before, and I wonder why it doesn't work any more.
