I think this is a continuation of the "unable to expand %appdata%"
discussion...

My laptop died last week and, although I finally got it partly working
again, I'm in the process of moving everything to a new one. At the
moment, I'm not in a good position to work on this. Besides that
though, this looks very much to me like a Windows-level problem more
than a Skype installer problem.

Here's a test you can run though:

Open the Windows Run box, type cmd, and press Enter. A DOS-style box
will open.

Type "echo %appdata%" (without the quotes) and press Enter, then tell
me what you get back above the next prompt line.

Type "exit" to close the box.
