Your Windows installation seems not to include a VBScript engine, or perhaps the VBScript engine is not properly registered. I've seen this now and then out there but not on any machine I used myself, as far as I recall. The solution is to obtain and install the VBScript engine from Microsoft, though I don't have a direct link for this. VBScript is used by the script installer to handle some of the more complex aspects of setting up the SkypeWatch scripts.
If you are not able to find and install VBScript, you can unpack the Skype script installer just like a regular Zip file and install the scripts manually into the JAWS user folder. This will make Skype itself work fine with the scripts but will not set up the SkypeWatch part.
