Hi Mike.  In Windows 8.1 you can still activate the Run command by pressing the 
Windows key and R simultaneously;  at least it works that way on my system.

Hi everyone,
When you’re listening to either live streaming and/or a winamp or any other 
playlist of music, and skype rings, have you ever noticed how the volume of 
both your screen reader and the music are automatically turned down? While I 
can understand that this may be made to happen to allow you to hear your skype 
call more easily, sometimes it can be down right annoying. I checked on the 
skype community page, and someone suggested that Windows itself is actually 
causing this to happen, not skype, and to stop this from happening you had to 
do the following:
1. Open the Run Command
2. Enter or Type mmsys.cpl
3. Click the Communications tab
4. Select Do Nothing
5. Save.
This will work fine if you have either vista or windows 7, but I have windows 
8.1, and therefore, my start menu is setup quite differently than the one that 
comes with the lower versions of windows. As a result, unlike the vista or 
windows 7 start menu, in the windows 8.1 start menu, I don’t have a run dialog. 
If I type run into the start menu, I get lots of results that have the word run 
in them, but none of them pertain to anything that’s even close to what would 
be  the run dialog. For any of you who have windows 8.1, have you ever delt 
with this? And is there a way to stop skype/and/or windows from turnning down 
the volume when a skype call comes in? Thanks.
