For definitive information on what you can do with commands in a chat window, type /help in one and then follow the link at the bottom of the resulting information block.
Last I checked on this was months ago, so anybody out there with newer info, correct me at will... But when I checked there were two kinds of chats. I'll call them classic and cloud chats. In classic chats, /whois <self> is a valid command; and that fact may be used to detect the chat type. (replace <self> with your user id or anyone else's in the chat). For those, you can control who sets the topic via something like /set options +TOPIC_AND_PIC_LOCKED_FOR_USERS. I believe only the chat creator can change the topic after that. I don't see a way to lock the topic for a cloud chat. I also don't see a way to lock who can add participants for either chat type.
