I missed the history of this thread, but... If you mean that calls lower the volume levels for your input and/or output sound devices, try restarting Skype to see if your "don't adjust levels" setting takes effect.
If you mean that Skype calls turn down the volumes of other things like screen readers and system sounds, that's a fairly new feature of Windows itself, called audio ducking, as in making one audio signal "duck under" another one. To disable that feature, at least on Windows 8, this should work: - Press the Windows key to get the Start screen. - Type the word Sound and wait for search results. - Arrow down to "Change system sounds" and press Enter. - Shift+Tab to the Sounds tab, then arrow right to the Communications tab. - Tab once. You should encounter a radio button like "Reduce volume by 50%." - Arrow up or down to the "Do nothing" radio button. - Press Enter, or Tab to OK and press Space, to save the change and exit the applet. Some laptops with Realtek sound hardware may need an additional step, which is to turn off the "Loudness Equalization" feature specific to that hardware. Unfortunately I don't have precise directions on how to do that, both because Realtek screens don't all look identicial as far as I recall, and because they are also a little bouncy in the accessibility department in at least some cases.
