The answer to that one is dependent on the file type.
Dictionary files (jdf), keyboard assignment files (jkm), graphics naming
files (jgf), and probably frames (jff
and jfd) are loaded from both places at once. Script files (jss) are not.
Script documentation files (jsd) may

It's skype.jdf in the shared folder, not the user folder. That's under
Explore Shared Settings rather than
Explore My Settings.
