No they are not different. Skype.exe, or the one that do not contain
"full" in its file name, ust actually downloads the full installer
during the installation.
I don't think, but I'll try even that one. I always download and use the
full installer.

allow skype talking to work with the app.
I made sure to go in to the change settings and verified to allow the
