Hi.
You'll find the Decline button in the chat window.
Go into the chat window as if you were sending a message.
Jaws Keay plus dash key in the number pad.
You'll find Decline and Accept buttons.
Left click on the one you want.
If you choose the decline button, go back to the PC Cursor. When you tab,
you'll find report as spam, block and decline buttons.
That's how they appear here, anyway.

yeah did that out of frustration. so they apparently now have me on their
contacts. will likely have to delete them if they call.

Hi
Firstly, you don?t have to wait for someone to call before you can
block/remove them from your contacts.
Secondly, if you alt tab and come across a skype request window, you have
two options.
1. Press alt f4 and that closes the window and declines the request.
2. Tab round to add to contacts and that will put the requester in
your list of contacts.
